Review of the Enrolment Scheme - August 2011

The Ministry of Education will not approved our 'Draft Enrolment Scheme' in its current form.  The Board has started to work with the MOE to develop a version that meets all legislative requirements.  Additional community consultation will follow.  In the meantime, we will continue to use our current Enrolment Scheme.


ENROLMENTS FOR 2012

The Board of Trustees invites applications for enrolment for all students wishing to attend Richmond Road School in 2012.  Parents of students who live in the home zone should apply to assist the school to plan appropriately for next year.  Students who live in the home zone are entitled to enroll in Kiwi Connection at the school.  Students who apply for our special programmes (bilingual units) are selected based on criteria set out in the enrolment scheme.  If the number of applicants who meet the criteria exceeds the number of places available, students will be selected by ballot.  If a ballot is required it will be held on 20th October 2011.  The approximate number of spaces for 2012 are:

Te Whanau Whariki (Māori) = 12 spaces

Mua i Malae (Samoan) 12 spaces

L’Archipel (French) 9 spaces

Kiwi Connection (English) - No spaces for out-of-zone students

Please note that the Draft Enrolment Scheme is being sent to the Ministry of Education for approval.  If you require a copy of the enrolment scheme**, enrolment pack or more information please contact Cathy on 376-1091.  All applications must be received at the school office, 113 Richmond Road, Ponsonby, no later than 3pm, Tuesday 27th Sept 2011 (but we would prefer they were in ASAP).

 With regard to the current scheme, 

NZSTA agree with the MOE’s interpretation of the following paragraph in our Enrolment Scheme……. 

 

Applicants living inside the school’s home zone will have priority over applicants living outside the school’s home zone where: (a) the applicant living within the home zone has met the criteria set out in Part One and has an aggregate score of at least one for the criteria set out in Part Two; and (b) where there are still places in the Programme after all priority enrolments have been dealt with.

…. that is, in cases where there are more applicants than spaces, children who live in the school zone will have first priority as long as they score at least 1 point for the criteria set out in Part Two of the Enrolment Scheme.  Within the current enrolment period, we have more applicants than spaces in Te Whānau Whāriki & L’Archipel. 

In zone applicants who don’t fit the criteria have priority over out of zone applicants who don’t fit the criteria, if there are still places left after all the students who fit the criteria have been enrolled.

Enrolment at Richmond Road School is governed by an enrolment scheme approved by the Ministry of Education. The enrolment scheme details our school's 'home zone', and all students living in the 'home zone' detailed below are entitled to enrol at the school on the general roll (or Kiwi Connection / English Unit) at any time. However, living within the 'home zone' does not guarantee a place in the school's Special Programmes.

The zone boundary starts at the intersection of O’Neill Street and Ponsonby Road, it then heads south east down the centre of Ponsonby Road and turns south west into Williamson Avenue. The boundary follows the centre of Williamson Avenue to its intersection with Grosvenor Street where it cuts across Grey Lynn Park to exclude Grosvenor Street, Elgin Street and Schofield Street.

The boundary joins the road again at the intersection of Dryden Street and Allen Road. It then continues along the centre of Allen Road to Richmond Road at the point where Castle Street meets Richmond Road. The boundary excludes Edwards Road and Castle Street.

The boundary then follows the centre of Richmond Road to the intersection of Richmond Road and Regina Street. The zone includes Hakanoa Street, Sackville Street and Westmoreland Street.

At the point where Regina Street meets Richmond Road, the boundary turns north west and runs parallel to Regina Street (excluding Regina Street) and then turns north easterly to run parallel to Livingston Street (but excludes Livingston Street) across to Parawai Crescent and then turns in a southerly direction to run parallel to Parawai Crescent to Richmond Road (excluding Parawai Crescent). The boundary then follows Richmond Road in an easterly direction (now including both sides of Richmond Road) to the point at which Richmond Road meets the boundary of the grounds of St Paul’s College.

The zone boundary then follows the boundary of the grounds of St Paul’s College to Moira Reserve and runs around Moira Reserve (excluding Moira Street) and rejoins the boundary of the grounds of St Paul’s College. The zone boundary then continues along the boundary of the grounds of St Paul’s College and Marist Primary School (excluding Tawariki Street, Hukunui Crescent and Trinity Street) and then runs parallel to Trinity Street (excluding Trinity Street itself), Ardmore Road (excluding Ardmore Road itself), Pompalliar Terrace (excluding Pompalliar Terrace itself) and John Street (excluding John Street itself).

The boundary turns east at the intersection of John Street and O’Neill Street and continues east along O’Neill Street (taking in both sides of O’Neill Street) to Ponsonby Road.

HOME ZONE /  IN ZONE ENROLMENTS (KIWI CONNECTION)

To help us with our planning, could families who have siblings starting at Richmond Road School in 2010 please enrol their children now.  If you know of neighbours or friends who also have 4 year olds who are likely to attend Richmond Road School, could you please encourage them to enrol ASAP.  To confirm whether you live in zone, visit www.schoolzones.co.nz.  A copy of the enrolment pack is available from the school office. OUT OF ZONE ENROLMENTS - SPECIAL PROGRAMMES

Each year the Board will determine the number of places which are likely to be available in the following year for the enrolment of students who live outside the home zone. The Board will publish this information by notice in a daily or community newspaper circulating in the area served by the school. The notice will indicate how applications are to be made and will specify a date by which all applications must be received.

Priority of Applications

Applications for enrolments will be processed in the following order of priority:

First Priority will be given to students who have been accepted for enrolment in the following special programmes run by the school and approved by the Secretary for Education.

(a) Te Whanau Whariki – Maori Language Bilingual Unit

(b) Mua I Malae – Samoan Language Bilingual Unit

(c) French Unit – French Language Bilingual Unit

Second Priority will be given to applicants who are siblings of current students of the school.

Third Priority will be given to applicants who are siblings of former students of the school.

Fourth Priority will be given to applicants who are children of Employees of the school’s Board.

Fifth Priority will be given to all other applicants

If there are more applicants in the second, third, fourth or fifth priority groups than there are places available, selection within the priority group will be by a ballot conducted in accordance with instructions by the Secretary under Section 11G(1) of the Education Act 1989. Parents will be informed of the date of any ballot by notice in a daily or community newspaper circulating in the area served by the school.

Applicants seeking second or third priority status will be required to give proof of a sibling relationship.

Process for Enrolment at Richmond Road School
 
Pre-enrolment is advised as this will assist with planning for classes. 2-3 months before your child turns 5, please complete the either the 'English Enrolment' form (for In-Zone) below or the Special Programme form (for French, Maori or Samoan) below and email the school ( click here  to send email ), when the school contacts you, come to the office with your child's details as follows:

- Birth certificate / passport to verify age; 

- Immunisation history card (from Plunket book);

- Proof of address (recent power / phone bill); 

The office will schedule a meeting with the Principal to discuss the school and childs transition to school; the school will also confirm:

- Pre-school visits up to one month prior to starting;

- The date your child will start; (your child may start school on the day they turn 5, or any day following their birthday)

B4 School Check is a free check for four year olds.  The Check helps to make sure your child is healthy and can learn well at school.  It is a chance to discuss your child's health and development with a nurse.  It is the final Well Child check.  For more information about this service, please click here.
